Are we in a unique a window of possibilities? Will we seize it? A long but exciting day that started with UCL Institute for Innovation and Public Purpose (IIPP) friends and colleagues in discussions with a few cities that have adopted hugely ambitious goals that are now delivering impactful change and closed with an event at The London School of Economics and Political Science (LSE) exploring how devolution might be shaped to empower overburdened and disadvantaged communities. A few initial reflections:⏳ Local governments increasingly recognise they need new capabilities to meet society’s challenges and are proactively investing in their organisations and staff to meet the moment. Good work being by Oriol Estela Barnet and Irene Navarro Solé at Pla Estratègic Metropolità de Barcelona (PEMB).🚧 After over a decade of austerity and our culture war politics, a growing movement of civil servants recognises the need to move away from ‘bureaucratic cultures’ and towards ‘relational cultures’ (thanks Osian Jones!).⚡️The role of civil servants matters more today than even. This is the moment where civil servants need to take risks and be bold, not retreat into the shadows where their potential for public impact is minimised.Inspiring, practical stories from Almira Lardizabal Hussain and Tim Rettler from GLA and Robyn Smith from Greater Manchester Combined Authority.Looking forward to more learning over the next few days and taking this inspiration back to Oregon Department of Environmental Quality!

Local governments play a key role in influencing the design of neighbourhoods and have many tools available to activate best practices in designing for social connectedness. Participatory models, deliberative ways of working with community, change making to drive social cohesion outcomes for communities and approaches to strengthening social cohesion have been extensively studied and developed. These practices along with other case studies will be highlighted the upcoming national Strengthening Social Cohesion Conference, 3-5 July 2024, delivered by Western Sydney University with the support of the Department of Home Affairs and the NSW Premier’s Department. Early bird ticket sales will be closing 10 May 2024, however if cost is a barrier there are a limited number of travel subsidies available, and ticket fees may be waived upon request.The conference, held over three days between July 3-5, will bring together representatives from community, government and industry across the nation to discuss all aspects of social cohesion and democratic resilience. It will focus on the practical skills and capabilities that are critical for creating positive impacts within the community, featuring both Australian and international speakers. Changing Futures Northumbria have done something so special in Gateshead. Deeply relational working with people who have a tonne of complexity going on in their lives. Shifting from massive public costs to adding real value on the things that matter most to them. Better for people, the team, the place, the economy. They’ve been a huge inspiration to Elspeth Paisley Alice Osborne Matthew Skinner and me in Barking and Dagenham. This is the most comprehensive evidence gathering on a case that has been made so many times. Exponentially better for our public services. Relational, bespoke-by-default approaches that work to a whole person are more effective and more efficient.I know change is hard, but this is real lives we’re talking about. It’s time for a move to something that works for our loved ones. We need to change the ‘safe space’ of public sector leadership from managing expectations and decline in our residents’ lives, to creating spaces where learning and people can flourish. Frankly, we need to be quite a bit braver.In our corner of the world we’ll be openly sharing our own methods, learning, and evidence in North East London. Our work to support people to build relationships is being delivered within the VCSE sector, and is also a test of how well we can shift power in our Borough. You’ll see how we’re doing at Care City and through our brilliant team of CIC partners (see the people above). #liberatingpublicservices
